Rochester selected Bay Ferries to run the Fast Ferry after the CATS debacle. Bay Ferries has successfully run ferries in the Canadian Maritimes and Northern New England area. Rochester leaders thought that Bay Ferries' expertise would help keep the Fast Ferry running; but that would not be the case.
