We need to have rules that are agreed on by the community so we can point to a community document that outlines what should or should not be done when someone does something we don't like. A wiki either has to be completely open or have concrete rules to follow; when you get into gray areas with things like guidelines, you leave those guidelines open to judgment and interpretation, and then we have situations like this where we have unspoken rules to follow.
