First Federal Plaza is one of the more distinctive buildings in the Rochester Skyline. The round top was a revolving restaurant called Changing Scene for many years and is now office space. It is currently the fifth tallest building in Rochester, at 308 feet (94 meters) and 21 stories. Located in the bustling Four Corners neighborhood.
