Frey was a graduate of Princeton University and the University of California's Boalt Hall School of Law.
He served as State Assemblyman for the 132nd Assembly District from 1972 to 1978 and as Director of State Operations under Governor Hugh Carey in 1978. In 1979, he took a position as Counsel to the New York State Power Authority, where he served until 1982.
He defeated Lucien A. Morin in the 1986 race for County Executive and was unseated four years later by Bob King.
He served on the state Board of Regents and on the Campaign for Fiscal Equity.
He worked for the law firm of Harris Beach.
