Anyone (humans, not legal entities) can 'apply' to become members (a very low bar,maybe something like just agreeing to make at least one meeting a year), and can be accepted by the existing members (or through some automatic predefined process). At that point, they have a vote on RocWiki matters. It relies on the kindness of a few individuals for hosting, domain names, etc. Over the next few months, a basic organization should be created to handle administrative functions.
