The Work-In-Progress page provides a text box to include on pages where the contributor or group of authors wish to place a hold on editing while the page is under development or major revision. They implement the text box with the following wiki syntax:
[[Include(Work-In-Progress)]]
which in turn displays:

Contributors and editors should take care to remove the above Include as soon as possible to keep our wiki current and prevent issues arising from other editors.
Editors may use the include if they are going to make extensive edits to an existing page. Just add the Include, do an initial save, make edits (and possible interim saves), and remove the include prior to the final save.
Note: Please do not overuse this capability as each save of a page creates another revision which occupies space on the Wiki server.
