Andy Pero

Andy Pero is a former University of Rochester student who claims to have been an unwilling participant in a government mind control program with the aim to create soldiers with psionic abilities. Earlier interviews and letters from Andy are almost coherent, but then quickly descend into a difficult to follow and harder to believe raving mess.
