The American Heritage Dictionary1 defines Urban Renewal as:
Rehabilitation of impoverished urban neighborhoods by large-scale renovation or reconstruction of housing and public works.
In Rochester, this has often involved tearing down several blocks of building, removing roads, and turning the now 'cleaned' space over to a managment company or Rochester Housing Authority to rebuild.
Urban Renewal is the dark shadow of Urban Sprawl.
Of course, some people interpert this as direct proof that We are Philistines.
