The Northeast Quadrant refers to the northwest portion of the City of Rochester. It is a mixed bag, as far as neighborhoods go. Some, like Charlotte and Maplewood, are quite nice while others are part of the Crescent of Poverty. JOSANA and the Susan B. Anthony Neighborhood, like the adjacent Changing of the Scenes, have benefited from extensive revival efforts.
